Article 2.          Are you in favor of the adoption of Amendment No. 1 as proposed by the Planning Board for the Hinsdale Zoning Ordinance as follows: Amend the Zoning Ordinance Section "Open Space Requirements of Zoning Districts in the (Rural Agricultural District), by reducing the minimum required road frontage for lots within the Rural Agricultural District from 200 feet to 150 feet, and further to amend any associated dimensional requirements for consistency. If adopted, the amended provision shall read: "Minimum Lot Frontage feet: 150 feet."  • Recommended by the Planning Board

Article 3.          Are you in favor of the adoption of Amendment No. 2 as proposed by the Planning Board for the Hinsdale Zoning Ordinance as follows: Amend the Zoning Ordinance to establish a minimum road frontage requirement of 75 feet for any lot located on the turnaround of a cul-de-sac within the Rural-Agricultural District, and to authorize the Planning Board to make any necessary changes to the ordinance to incorporate this new requirement. This standard would apply only to lots fronting directly on the circular turnaround of an approved cul-de-sac.  • Recommended by the Planning Board

The following part of the Town Meeting shall be adjourned and will be held on Saturday, the 14th day of March, 2026 at 9:00 o’clock in the morning in the gymnasium of the Hinsdale High School.  

 

Moderator Edwin O. Smith called the meeting to order at: 9:00 am.

Present Town Administration: Kathryn Lynch, Town Administrator, Jodie Holmquist, Finance Director.   

 

Moderator called on Kathryn Lynch who has a presentation for Alan D. Zavorotny as one of the two persons being honored as this year dedication of the Town Report. Kathryn read the dedication as written in the town report and presented Alan with chocolates.  Kathryn continued with the dedication/in memoriam to Richard S. Johnson, Jr. She read the dedication written to him from the town report. Kathryn spoke of Richard being a narrator of videos for The Hinsdale Economic Development Corporation, she played part of one of the videos showing the beautiful scenery around Hinsdale and Richard’s voice talking about the town he loved so much.

Article 4.          To see if the Town will vote to raise and appropriate the sum of $5,431,424.00 (Five million, four hundred thirty-one thousand, four hundred and twenty-four dollars) for general municipal operations of the Town, or act in any manner thereon. This article does not include appropriations contained in special or individual articles addressed separately. (Majority vote required).

Further to see if the Town will vote to authorize the withdrawal of such funds from the Tax Increment Financing District Fund. (Majority vote required).

Article 8         To see if the Town will vote to authorize the Select Board to enter into a five-year lease purchase agreement in the amount of $67,346.00 (sixty-seven thousand, three hundred and forty-six dollars) for the purpose of leasing a Ford Interceptor Police Utility AWD to raise and appropriate the sum of $17,427.00 (seventeen thousand, four hundred twenty-seven dollars) for the first year’s lease payment and detail package, or act in any manner thereon. This lease agreement contains a non-appropriation escape clause.  The Town will own the vehicle at the end of the lease term. (Majority vote required).

Article 9:          To see if the Town will vote to authorize the Select Board to enter into a five-year lease purchase agreement in the amount of $56,500.00 (fifty-six thousand, five hundred dollars) for the purpose of leasing a Kubota Skid Steer Loader to raise and appropriate the sum of $13,693.00 (thirteen thousand, six hundred and ninety-three dollars) for the first year’s lease payment, or act in any manner thereon. This lease agreement contains a non-appropriation escape clause.  The Town will own the loader at the end of the lease term. (Majority vote required).

Article 12.       To see if the Town of Hinsdale will vote to raise and appropriate the sum of $10,000.00 (ten thousand dollars) for the purpose of support to the Hinsdale Historical Society.  This special article is a special warrant article per RSA 32:3 VI (d) and RSA 32:7 V. The Board of Selectmen and the Budget Committee DO recommend this appropriation. (Majority vote required).

Article 14.       To see if the Town will vote to adopt the provisions of RSA 261:153. VI  to create a Municipal and Transportation Improvement Capital Reserve Fund, which shall be a capital reserve fund pursuant to RSA chapter 35, for the purpose of funding, in whole or in part, the engineering, right-of-way acquisition, and construction of improvements in the local or regional transportation system, including roads, bridges, bicycle and pedestrian facilities, parking and intermodal facilities, electric vehicle charging stations, and public transportation, the operation of public transportation, or any other purpose authorized by RSA 231:153, VI.  Further to see if the Town will vote to authorize the collection of an additional fee of $5 (five dollars) per vehicle from motor vehicle registration permits to be placed into those funds, after deduction for allowable administrative costs. The Town Clerk, or designated official, shall collect these fees at the time of registration of all vehicles, both passenger and commercial, with the exception of all-terrain vehicles as defined in RSA 215-A:1, I-b and antique motor vehicles, farm tractors, or motorcycles, as defined in RSA 259:4, and remit proceeds to the Town Treasurer in accordance with applicable law. This article is dependent on New Hampshire legislation or judicial discontinuing motor vehicle inspections. (Majority ballot vote required).

Article 15.       Shall the Town of Hinsdale, New Hampshire, vote to adopt the provisions of RSA 72:28-b, authorizing a Veterans Property Tax Credit for all veterans, as defined in RSA 72:28, in the amount of $400.00 off the assessed value of the qualifying veteran’s property, to be granted annually, beginning April 1.

Amended         Shall the Town vote to adopt the provisions of RSA 72:28-b, All Veterans’ Tax Credit? If adopted,  

Article 15.       the credit will be available to any resident, or the spouse or surviving spouse of any resident, who is (1) a veteran, as that term is defined by RSA 21:50, (2) served not less than 90 days on active service in the armed forces of the United States, (3) continues to serve or was honorably discharged or an officer honorably separated from services and (4) is not eligible for or receiving a credit under RSA 72:28 or RSA 72:35. If adopted, the credit granted will be $400.00, the same amount as the standard or optional veterans’ tax credit voted by the Town under RSA 72:28.

Article 16.       To see if the Town will vote to create an expendable trust fund under the provisions of RSA 31:19-a, to be known as the Hinsdale Park Buildings Improvement Expendable Trust Fund, for the purpose of maintenance and improvements to the Field House, Pool Building, Gazebo, Pavilion and Heritage Park Storage Shed, and other park buildings and structures, or act in any manner thereon.  Further to see if the Town will vote to name the Board of Selectmen as agents to expend from the Hinsdale Park Buildings Improvement Expendable Trust Fund. (Majority vote required).

Article 17.       To see if the Town will vote to discontinue the Field House Improvement Expendable Trust fund, established in 2015 for the purpose of establishing the Hinsdale Park Buildings Improvement Expendable Trust Fund, and to allow the Trustee of the Trust Fund permission to release all monies in the fund to the Town Treasurer. This article is contingent upon the adoption of Article 16; if Article 16 does not pass, this Article 17 shall be null and void.  (Majority vote required).

Article 18.       To see if the Town will vote to establish a Cemetery Maintenance Expendable Trust Fund pursuant to RSA 31:19-a and RSA 289:2-a, allowing all future proceeds received from the sale of cemetery lots in Hinsdale cemeteries and any interest gained thereon, for the maintenance of cemeteries; and, further to name the Selectmen as agents to expend from the fund upon recommendation of the Cemetery Trustees.  Majority vote required).

Article 19.       To see if the Town will vote to establish a Capital Improvement Expendable Trust Fund pursuant to RSA 31:19-a and allow allocation of revenues collected from the Land Use Change Tax in accordance with RSA 79-A:25, as amended, as follows: that fifty percent of the revenues collected from the Land Use Change Tax shall be deposited into the Conservation Fund, established under RSA 36-A:5, for the purposes authorized by RSA Chapter 36-A; and that the remaining fifty percent shall be deposited in to the Capital Improvement Expendable Trust for the purpose of off-setting cash matches of grant applications and approved by the Selectboard upon recommendation of the CIP Committee. (Majority vote required).

Article 20.       To see if the town will vote to change the office of Town Treasurer from an elected position to an appointed position in accordance with RSA 41:26-e. If approved, the Town Treasurer shall be appointed in accordance with RSA 669:17-d by the Board of Selectmen, and such appointment shall be made in writing and include the compensation to be paid. If approved, the person holding the elected office shall continue in office until the next annual town election following this vote, regardless of the length of the elected Town Treasurer’s remaining term.

Ann Diorio thanked Smokey Smith for all his time given to the town. Applause! Smokey stated, “It has been interesting” Richard did this job for 30 years and I for 6 years and 4 years before that. It wasn’t always fun. It’s time I move on. My class graduated from the new school, that was the one on Main St.  They played basketball in the town hall.  His class was the first to graduate from the new two-story elementary school.  He has seen a lot of changes and we all hope he is around to see many more.  Thank you Smokey.
