Mission
The Capital Improvement Committee (CIP), as outlined in RSA 674:5-8, is committed to aiding the governing body of Hinsdale in the responsible planning, funding and implementation of long-term capital projects that support the sustainable growth, safety and quality of life for our community.
Vision
The goal is to promote fiscally responsible planning and strategic foresight, aligning capital planning with the town’s evolving need and Master Plan.
Duties / Scope of Work
- Work collaboratively with municipal departments, boards, and the public.
- Evaluate project requests from various town departments and prioritizes them based on need, feasibility, and available funding.
- Ensure that capital investments align with the town's master plan, land use ordinances, and economic development goals.
- Explore various funding options for capital projects, such as capital reserve funds, bonding, grants, and impact fees.
Create a capital reserve fund for the town.
- Promote public discussion.
The CIP process provides an opportunity for public discussion and input on capital projects, ensuring community involvement in the planning process.
- Provide recommendations to the Board of Selectmen and Budget Committee for consideration in the annual budgeting process.
- Develop a multi-year schedule outlining municipal projects and their associated costs.
By spreading out capital expenditures over time, the CIP can help stabilize the property tax rate and avoid large, unexpected increases.
